HONGKONG. 26th. June, 1917.

Sir,

I have the honour to submit for the signification

of His Majesty's pleasure the following Ordinance intituled:-

An Ordinance to authorize the appropriation of a

supplementary Sun of Two hundred and nienty-one thousand two hundred and seventy-threo Dollars and ninety-seven Cents to defray the Charges of the year 1916.

I have further to transmit in accordance with Colonial Regulation No. 255 the Appropriation Account for the your 1916 which embodies full information respecting the

excesses and savings under each subhead of the Estimates of

expenditure.

I take this opportunity to state that the Financial Returns for the year 1916 are not yet complete but

they will be forwarded as soon as they are ready.
